                                                                        The British House of Lords                                                                             The American Senate Though the British House of Lords and the American Senate are second chambers in their respect countries, the two differ fundamentally in composition and powers. The members of the Senate of the United States are elected from their home states on the basis of universal adult franchise. The Senate is therefore a democratically elected legislative body. Its members represent the interest of the state from which they are elected.                                                                                                                                             In contrast, the British House of Lords is predominantly a hereditary, undemocratic law-making body. Its members are not elected. About 70 percent of the Lords are hereditary peers, and the rest are nominated by Monarch.

  Supreme Court of the USA The framers of the US Constitution were fully aware of the need to provide for an independent and powerful judiciary acting as the guardian, protector and interpreter of the Constitution. Acting under the theory of separation of powers, they separated the judiciary from the other two organs and vested in it all the judicial powers of the federation. The Supreme Court is at the apex of the US judicial system. It is the highest court of land. Article III of the Constitution says that, " The judicial power of the United States shall be vested in one Supreme Court and in such inferior courts as the Congress may from time to time ordain and establish ". Position of National People's Congress The 1982 Constitution of the Peop le's Republic of China describes the National  Peop le's Congress (NPC) as the highest organ of state power in China. All authority of the  Peop le's Republic of China flow from it. As a legislature of a unitary state, the NPC exercises all legislative authority of the country. There is no such thing as separation of powers in all spheres of governmental activity. It is the supreme lam-making body, supreme electoral agency and the supreme decision approving body of the constitutional system. Meaning and Concept of Comparative Politics  Comparative Politics is as old as Political Science. Aristotle, the father of Political Science, used comparative method for comprehending and analyzing principles, issues and problems of Greek city states of his time. In contemporary times, comparative politics stands recognised as a primary and essential dimension of the study of politics. According to M.G.Smith, 'Comparative Politics is the study of the forms of political organisation, their properties, correlations, variation and modes of change' . The study of comparative politics involves conscious comparison in studying political experience, institutions, behavior and processes of the system of government in a comprehensive manner. It is, therefore, concerned with significant regularities, similarities and differences in the working of political behaviour. Thus, comparative study of political system forms an integral part of the study of politics.

These two terms are often used loosely and interchangeable, yet there exists a subtle distinction between the two. Major Differences between Comparative Government and Comparative Politics :-     Comparative Government is older than  Comparative Politics. Comparative Government is the traditional and  Comparative Politics is the modern way of studying politics.    Comparative Government is normative and prescri
